Grants, grants everywhere!...beguiling those who don’t see the AGENDA 21 connection.
600 cities in the U.S. (7,807 worldwide) have placed themselves under the jurisdiction of the charter
of The International Council for Local Environmental Initiatives
(http://www.iclei.org/index.php?id=11454), a 1990 spin off from the United Nations (preceding the
beginning of AGENDA 21 by two years). ICLEI was a major driver in the formulation of AGENDA 21.
1200 mayors have signed agreements with ICLEI. Taxpayers foot the bill for ICLEI’s extensive
Sustainable Development services.
150 communities have terminated their ICLEI membership since January 2011 when the
infringements on private property and other liberties began to multiply. Harvey Ruvin, Vice Chairman
of ICLEI admitted that
“Individual rights will have to take a back seat to the collective.”

Federal departments such as the Park Service or Housing and Urban Development lure local
governments with grants to get them to comply with AGENDA 21 land use regulations by influencing
their adoption within cleverly arranged “public” meetings to create artificial consensus using
strategies formulated by ICLEI.

ICLEI is structured like the United Nations with a hierarchy of committees ranging up to a Global
Executive Committee. Most of the U.S. population lives in ICLEI cities. It is a non-profit, non-
governmental group. You have no access to meetings, information sessions, or plenary sessions unless
you are a member. Headquartered in Bonn, Germany, it is a lobbying and policy group that is
designed to influence and change local governmental policies related to all aspects of human life.
With the assistance of groups like ICLEI, Sustainable
Development is now emerging as government policy in every
town, county and state in the nation, but it is camouflaged by
the efforts of “altruistic” non-government assistance programs.
ICLEI is one of the most dangerous forces in the nation,
particularly because so few people know of their existence. But
most mayors and city councils know about ICLEI and many
are in regular meetings with them. They get memos on policy.
ICLEI advises them what to support and who to silence. ICLEI
fears exposure.
By concentrating power in cities this group circumvents
requirements for ratification of international treaties and gives
