small business owners. Those alert to AGENDA 21 defeated the proposal. They also defeated the local
government's attempt to only employ Waste Management, a financial contributor to ICLEI,
which would have bankrupted two locally owned trash businesses.”

4. HAS YOUR TOWN FALLEN FOR THE “VISIONING” PROCESS?
It’s about artificial consensus (the absence of disagreement) instead of actual voting.
Cleverly trained “facilitators” are creating artificial smart growth consensus in your
community to justify imposing Sustainable Development, by conducting “visioning
meetings” with a select group of “stakeholder” citizens who supposedly reflect the true
“vision of the community. Of course, an outside Smart Growth NGO, environmentalists and social
justice advocates are lurking over the meetings. The visioning technique, the resulting “visions list”
and the planning outcomes are nearly the same in every place it is conducted, as intended by the
AGENDA 21 template.
This technique conforms to the President’s Council on Sustainable Development “We Believe”
statement number 8:
“We need a new collaborative decision process that leads to better decisions; more rapid change; and
more sensible use of human, natural, and financial resources in achieving our goals.”
“Visioning techniques are designed to indoctrinate
you with a pre-determined viewpoint while giving
you the impression that your input was taken and
that you crafted the plan. This is manufactured
consensus.”
