DRIVER 1: “SUSTAINABILITY”: The Richland County planners decided to create highly restrictive
zoning to accommodate AGENDA 21 social, economic, energy and environmental justice principles.
Municipal services such as water, sewer, fire, and police protection are not provided outside the
arbitrarily designated urban boundaries. Some areas were re-designated as “open space”, off limits for
human use. Measures were taken to consolidate the population and economic growth in the urban
centers and prevent development outside those areas (largely composed of poor African Americans).
One major (and typical) goal was to reduce dependency on automobiles.
DRIVER 2: “JURISDICTION”: The Richland County planners were granted the power to violate 5

Amendment due process rights when they deprived the citizens of their property privileges. Property
values outside the Urban Growth Boundaries have become worthless. The global movement of
Sustainable Development demands that planners be empowered to follow the UN prescribed
AGENDA 21 policies to modify land use to make it “efficient” and to prevent urban “sprawl.”
The classic “Vision 20/20” “Comprehensive Plan” in Richland County reveals all the textbook steps
the Sustainablists use to institute unconstitutional “Smart Growth,” including the way they achieved
an artificial consensus to justify passing the new zoning laws. Nearby Spartanburg County has
witnessed these assaults on liberty and has terminated their affiliation with the AGENDA 21
International Council for Local Environmental Initiatives.

Back to the father of AGENDA 21, Maurice Strong.
Strong was the Secretary General of the U.N. world meeting which unveiled AGENDA 21. Strong is a
Canadian socialist now living in China who openly advocates for global government by the U.N.,
redistribution of wealth to poorer countries, deindustrialization of the developed countries and
pantheistic worship of Gaia (mother earth).
In the September 1, 1997 edition of National Review Strong is quoted: “If we don't change, our species
will not survive... Frankly, we may get to the point where the only way of saving the world will be for
industrial civilization to collapse.”
