Social justice and land use deliberations in the 1976 United Nations’ document The Vancouver
Declaration on Human Settlements (seen below) called for public control of land, building further on
the concept of Sustainable Development.
“Land…cannot be treated as an ordinary asset, controlled by individuals and subject to the pressures
and inefficiencies of the market. Private land ownership is also a principal instrument of accumulation
and concentration of wealth and therefore contributes to social injustice…Public control of land
use is therefore indispensable to its protection as an asset and the achievement of the long-term
objectives of human settlement policies and strategies.”

It cannot be denied, as many proponents attempt to do, that the policy
of Sustainable Development was popularized in the 1987 United
Nations World Commission on Environment and Development
(WCED) document titled “Our Common Future”, otherwise known as
the “Brundtland Report”. This book called for an “Earth Summit”
which finally was held by the U.N. in 1992 when AGENDA 21 officially
began.
