             “The state of Florida has repealed its 30-year old growth management law (also called "smart growth,"
             "compact  development"  and  "livability").  Under  the  law,  local  jurisdictions  were  required  to  adopt
             comprehensive land use plans stipulating where development could and could not occur. These plans
             were subject to approval by the state Department of Community Affairs, an agency now abolished by
             the legislation. The state approval process had been similar to that of Oregon. Governor Rick Scott had
             urged repeal as a part of his program to create 700,000 new jobs in seven years in Florida. Economic
             research  in  the  Netherlands,  the  United  Kingdom  and  the  United  States  has  associated  slower
             economic growth with growth management programs.”

             35.  AGENDA 21 IN EDMOND, OKLAHOMA: WITHDRAWAL FROM
                                                          ICLEI


             “The City of Edmond has been an ICLEI member since 2009, and like many communities, decided to
             join  in  order  to  utilize  data-calculating  and  converting  software  used  to  determine
             energy savings, emissions and technology effectiveness… Govern Edmond Locally (GEL), a
             grassroots effort whose mission statement is to “restore Constitutional governance at the local level in
             Edmond, OK,” opposed the city’s involvement in ICLEI and was instrumental in persuading the city to
             reverse its decision.

             After a press release announcing that a public forum would be held in December called “Sustainability
             in Edmond,” Semands and other concerned residents learned the meeting agenda would be anything
             but  a  public  forum.  What  was  planned  was  not  a  public  forum-style  meeting,  but  a
             scenario  of  dividing  the  attendees  into  small  groups  to  discuss  various  sustainability
             issues,  depriving  those  attendees  of  the  forum  [of  a  means]  by  which  to  make  their
             opposition known. GEL began contacting Edmondites about the hidden well, agenda, of AGENDA
             21 and ICLEI, and a large number of citizens showed up at the meeting to oppose the measure. It was
             so large a turn-out that the facilitators were unprepared and slightly disarmed. It turns out that people
             living in Edmond are almost universally opposed to having anything to do with the U.N. in their city.”

                       36.  AGENDA 21 IN HOUSTON COUNTY, MINNESOTA



             A group of property owners in Houston County, Minnesota have filed a lawsuit against the county for
             its  Comprehensive  Land  Use  Plan.  “The  actions  of  Houston  County  in  the  implementation  of  the
             Houston County Comprehensive Land Use Plan, as described herein, constitute an uncompensated
             taking  of  private  property,  and  are  therefore,  unconstitutional  and  unenforceable  under  both  the
             United States and Minnesota Constitutions.”

                          37.  AGENDA 21 IN NAPA VALLEY, CALIFORNIA

             “The City Council, without all members aware of the application change to Association of Bay Area
             Governments, was looking to have 3,000 to 7,500 housing units built along Soscal Gateway, under the
             guise of a “transportation corridor.”

             The purpose: grants from the MTC (Metropolitan Transportation Commission) and revenue for the
             city. With the new transportation terminal being built next to the Napa Expo, these units meet the
             requirement of having access to a “transportation network.” These units will require intense density of
             20 to 75 units per acre, packed in like sardines, and adding 6,000 to 15,000 new commuters along
             Soscal and Silverado Trail.
